The 2060 is typically pretty efficient, but if your case is terrible and has no airflow, you could be throttling down. You could also be getting throttled if your 2060 is running really hot. There may also be a power setting in your Nvidia control panel, but Windows is likely the issue. It is in the advanced section of the power settings.
